San Bernardino County Conducted Full-Scale Exercise

 
Emergency management preparedness involves continued planning, capability development, training, exercising, evaluation, and improvement. In November of 2006, the San Bernardino County Fire Department Office of Emergency Services (County OES), in conjunction with the California Office of Homeland Security Exercise and Evaluation Program (HSEEP), and the Governor’s Office of Emergency Services (State OES) conducted a full-scale, boots-on-the-ground exercise. The exercise was held at the Hyundai Pavilion in Glen Helen Regional Park and was part of the overall larger statewide Golden Guardian 2006 Exercise Program.
Golden Guardian Program
The Golden Guardian Program is in its third year of conducting regional exercises throughout California to test the readiness capabilities of first responders to Weapons of Mass Destruction (WMD) and catastrophic natural disasters. For the Southern Region portion of the 2006 exercise, County OES was instrumental in the overall coordination of the exercise planning and development. The exercise encouraged the cooperation and coordination of professional relationships with the surrounding local governments, organizations, and state and federal partners.
 
Exercise Planning Process
In preparation for the San Bernardino County Golden Guardian 2006 Exercise, a comprehensive series of developmental meetings, planning conferences, seminars and workshops were conducted. Each meeting, conference, and seminar increased in complexity and content, building to the full-scale exercise. The San Bernardino County Operational Area (OA) Grants and Exercise Committee (GECO) comprised of exercise planners, subject matter experts and local representatives from Fire, Law, EMS, Public Health, and State and County OES participated in the planning process. The GECO members and partnering agencies met at least monthly for over a year and were responsible for the development and coordination of a viable and highly successful exercise for San Bernardino County.
 
Exercise Executive Debriefing
The final debriefing conference for the Golden Guardian 2006 Exercise took place in April of 2007 at the Victoria Gardens Cultural Center in Rancho Cucamonga. City and County policy makers were presented with the exercise objectives, successes and suggested improvement plans for the San Bernardino County Operational Area by the lead exercise planners. Each jurisdiction is currently in the process of implementing their improvement plan through on-going training, continued coordination, and the development of new plans and procedures for their area.
 
Emergency Management Preparedness
County OES takes a proactive lead role with emergency management preparedness by conducting discussion, tabletop, functional and full-scale exercises in San Bernardino County. Exercises such as the Golden Guardian 2006 Exercise serves as an awareness tool for County Administrators of the first responder’s capabilities
to deter, prevent, respond and recover from potential terrorist attacks or large-scale natural disasters. This type of exercise reinforces positive agency collaboration while allowing participants an opportunity to gain confidence in their abilities through structured response.

Participation in the Golden Guardian 2006 Full-Scale Exercise
The Golden Guardian 2006 Exercise included 81 agencies with over 1,500 participants including first responders, role players, victim volunteers, VIPs and observers, controllers, evaluators and exercise staff. Participants for the exercise included:
