Video Library Rules and Regulations
Fees and Eligibility
Finance
Membership fees received from the participating members will finance the purchases of training aids and library materials. Membership fees shall be as follows:
- $270.00 MEMBERSHIP FEE: Departments, special districts, or agencies with five (5) or more full-time paid employees
- $135.00 MEMBERSHIP FEE: All departments, special districts, volunteer fire departments or agencies not falling into the above category.
All memberships are due at the beginning of the fiscal year.
Eligibility
All legally organized fire protection agencies in San Bernardino County (Federal, State, County, City), Special Districts, Fire Company, Industrial Fire Brigades and Colleges, Schools, Universities within San Bernardino County or as authorized by the administration committee.

Checkout Procedure
Ordering, Mailing, Pick Up and Return of Library Items
- When ordering library items consider a minimum of seven (7) days to allow for scheduling. Additional time will help insure availability on the dates requested.
- The audiovisual Library assistant in the San Bernardino County Fire Department, Training Division will handle all the reserving or the checking in or out of the library items.
- The hours to pick-up or return library items are between 8:00 a.m. to 12:00 noon and 1:00 p.m. to 5:00 p.m., excluding Saturdays, Sundays and Holidays.
- Holidays observed by San Bernardino County Fire Department are as follows:
- New Years Day
- Martin Luther King Day
- Washingtons Birthday
- Memorial Day
- Independence Day
- Labor Day
- Columbus Day
- Veterans Day
- Thanksgiving
- Christmas
- New Years Eve and New Years
- Under NO circumstances shall audiovisual items be removed from their storage until then have been cleared as stated in Item B.

Proper Use of Library Property by Participating Members
- Participating members shall have direct access to all library property upon receipt of a spoken or written request, providing they are available for the dates requested.
- THE CHECK OUT PERIOD FOR AUDIOVISUAL PROGRAMS OR TRAINING AIDS IS NO LONGER THAN 14 DAYS. If at the end of the 14 days another department or agency has not checked out the film or training aid an extension may be made. Materials received through the mail can have a 14-day extension.
- Penalties for departments that do not return the films or training aids on the days they are due are as follows:
- 1. For the first offense a letter will be sent to the Chief or Administrative Office advising him of the circumstances and who is responsible.
- 2. For the second offense within a year a suspension from using the library for three (3) months.
- 3. For the third offense within a year a suspension from using the library for six (6) months.
- 4. For the fourth offense within a year the San Bernardino County Fire Chiefs Association will have an annual review of that department or agency offenses and determine if that department or agency participation or membership will continue in the Training Aids and Audio Visual Library.
- The library Committee may enter into written reciprocal agreements with other organizations that maintain films or other training aids. This shall be done only when both parties will benefit to the same degree.
- The library may, on occasion, loan library property to cooperating agencies within the County (non-fire service) such as CHP, Sheriffs Office, or newly formed departments, etc. when available and if beneficial to the fire service. Participating members shall have priority for use of library property over non-participating organizations.
- Any University, Jr. College, Schools, or fire agency within San Bernardino County must be a paid member to use materials.
- Library property shall not be lent to organizations outside the boundaries of San Bernardino County except as specified in these Rules and Regulations.
- Out of County use request may be honored, if available, for a use fee of $25.00 per item. Bring a check when obtaining material, made out to San Bernardino County Treasurer.

Use of Audio Visual Materials
- Use only players that are in good working condition. Faulty equipment can and do cause severe damage sometimes beyond repair.
- Personnel operating players shall be well trained and thoroughly familiar with the machine they are using.
- DO NOT UNDER ANY CIRCUMSTANCES MAKE ANY EMERGENCY TYPE REPAIRS WITH SCOTCH TAPE OR OTHER TYPE TAPE.
- NOTE: There is no penalty associated with a damaged item. However, if you return a damaged item without informing the library you inconvenience the next department in line to use it.

Liability
The user of any library items, whether a participating member or not, shall be financially liable for damage or loss caused by negligence or abuse.
